"Participation in PCC6 caps off almost two years of close, iterative development work," Lupo told SDxCentral. "This event also marks a critical milestone for the Army."

The Army has not permitted QuSecure to identify the specific mission systems involved. That opacity is standard. What is public is the architecture. The platform protected about 10 data connections using its QuProtect Resilience component. QuProtect Reconnaissance continuously monitored more than 50 systems. The software discovered and inventoried existing cryptography, built an automated Cryptographic Bill of Materials, and applied an Army-specific policy to enforce consistent protection across different systems.

Technology Readiness Level 7 means the system has been demonstrated in an operational environment. It is past the prototype phase. For program managers, TRL-7 is the signal to start budgeting for acquisition, not continued research.

The federal PQC migration deadline of 2030-2031, mandated by Executive Order 14412 signed June 22, is now an operational constraint with a working solution. Brian Cunningham, EVP of Growth and Strategy at QuSecure, stated the obvious: "Executive Order 14412 and the Department of Defense's PQC Strategy have set binding deadlines every federal agency now has to meet."

The deadline was always binding on paper. Now it is binding in practice. A tactical PQC solution exists and has been validated under operational stress. Program offices cannot claim the technology is immature. The budgeting must begin in the FY2025 planning cycle. Every month of delay between now and 2030 compresses the deployment window and increases the risk of fielding a solution that has not been sufficiently tested.

The 18-month procurement cascade

Here is the prediction. Within 12 to 18 months, the Army will issue a formal procurement request for post-quantum security solutions built around the architecture QuProtect R3 just validated. The TRL-7 assessment is the evidentiary foundation. Program managers need a validated reference point to write requirements. They now have one.

The mechanism is straightforward. The Army's budgeting process runs on a Program Objective Memorandum cycle. A TRL-7 assessment achieved in 2024 feeds into the POM build for FY2026-2030. The specific programs at risk are those funding incremental upgrades to hardware security modules and classic TLS implementations that lack a migration path to post-quantum algorithms.

The PQC startup market will consolidate around the few companies that have passed operational validation. QuSecure now has a significant lead. Competitors without a TRL-7 or equivalent field test will struggle to get considered. Expect a major defense prime to announce a PQC acquisition within 18 months. The target will be a company with demonstrated operational deployment, not a white paper.

Start counting your crypto assets now

Defense contractors and DoD program offices should start inventorying their cryptographic assets immediately. If you do not have a Cryptographic Bill of Materials, you are already behind. The Army just proved that PQC works on tactical networks under operational stress. There is no technical excuse to wait.

Budget reallocation should begin in the FY2025 planning cycle. Identify which systems cannot support cryptographic agility and prioritize their replacement or upgrade. Partner with vendors who have demonstrated TRL-7 or are on a clear path to it. The procurement window is opening now. Companies that wait for the formal RFP to drop will be too late to shape the requirements or build the relationships.

The harvest now, decrypt later threat is not theoretical. Intelligence agencies widely assess that adversaries are collecting encrypted tactical traffic today. Data with a long intelligence shelf life, order of battle, technical specifications, operational patterns, is the prime target. Every day that PQC deployment is delayed extends the window of exposure.
