
Five European defense giants just promised to build an interceptor that can kill a warhead in space by 2027. That is the breakthrough. The catch: the letter that announced it commits exactly zero euros to the task. And the clock is already running.
The paper bridge to a real vulnerability

On July 14, 2026, Destinus, MBDA Deutschland, Safran Electronics & Defense, Airbus Defence and Space, and Thales signed a Letter of Intent in Paris to form the Bliksem EXO Consortium. The Dutch Prime Minister was in the room. The aim: Europe’s first exo-atmospheric hit-to-kill interceptor, designed to destroy ballistic missiles in midcourse before their warheads split apart. A space test of the kill vehicle is planned for 2027.
But the camera flashes have already faded. As Grosswald.org notes, the letter “commits no one to fund or procure the system.” Europe today has no indigenous way to stop a medium- or intermediate-range ballistic missile from above. The continent leans on two U.S.-run Aegis Ashore sites and Israel’s Arrow-3 program. This letter is a bid for strategic autonomy, but for now it is a paper bridge over an empty treasury.
Why you kill a missile in space or not at all
Ballistic missiles spend most of their flight above the atmosphere. That is the only window—minutes—where an interceptor can hit them before their payloads separate into maneuvering re-entry vehicles that terminal defenses cannot catch. The Oreshnik-class threat is exactly that kind of threat: separating, unpredictable, terminal-defense-proof.
Destinus CEO Mikhail Kokorich laid it out without sentiment: “Europe has strong lower-layer missile defenses, but it still lacks a sovereign European upper layer against medium- and intermediate-range ballistic missiles. Bliksem EXO is designed to close that gap through direct hit-to-kill interception above the atmosphere.”
The system is engineered for NATO and European Sky Shield compatibility. But interoperability is not ownership. If you cannot build, test, and fire it under your own command, you do not have a capability. You have a permission slip.
Five companies, one kill vehicle, one punishing deadline
The work split is precise. Destinus leads and builds the exo-atmospheric kill vehicle—a machine that destroys by impact alone, no warhead. MBDA Deutschland supplies the booster, launcher, and canister. Safran Electronics & Defense delivers the seeker and guidance. Airbus runs battle management. Thales owns the sensor chain from early warning to fire control.
The schedule would make a Pentagon program office nervous: a binding consortium agreement within three months of July, joint engineering from August 2026, and a kill-vehicle test in space in 2027. That test is not a full intercept. It is a very fast, very precise collision in a vacuum to prove the physics work. U.S. and Israeli equivalents took decades. Bliksem EXO is trying to compress that history into corporate-funded months while waiting for governments to stop nodding and start writing checks.
The 18-month gate: cash opens it. Silence closes it.
Here is the mechanism that matters. A letter of intent buys only time. The consortium needs a binding procurement commitment from a government—likely the Netherlands, Germany, or a coalition of smaller states—to keep the 2027 test on track. Industry can self-fund a deliberate amount of engineering, but a space test requires real money. If that money arrives within 12 to 18 months, Bliksem EXO puts Europe on a path to an operational sovereign interceptor by the early 2030s.
If it does not, the program stalls and probably collapses. That sets off a scramble. Europe’s Plan B is to accelerate Arrow-3 purchases from Israel or expand Aegis Ashore coverage with the United States. Both options deepen the dependency this consortium was designed to kill. There is no credible rival program waiting in a hangar—the industrial talent is already inside Bliksem EXO.
Every month the consortium waits unfunded is a month the U.S. and Israel gain negotiating leverage. Their systems remain the only exo-atmospheric options on the table. European budgets pass. Requirements get written around the available off-the-shelf product. The window closes not with a crash, but with a thousand small decisions that default to the status quo.
My specific prediction: inside the next 12 to 24 months, one of two outcomes materializes. The consortium secures a binding procurement commitment and the test proceeds (I would put this at roughly 60% probability given Dutch interest and the consortium’s political momentum). Three indicators cut through the noise. First, the binding consortium agreement deadline: October 2026. If that slips, the engineering timeline unravels. Second, any public funding announcement from the Netherlands, Germany, or the EU Defence Fund before mid-2027. But the industrial capacity and the engineering blueprint are not enough. The 2027 test is the fulcrum. If it happens, Europe takes a real step toward breaking its missile-defense dependency. If it doesn’t, the continent will have learned—again—that paper promises do not intercept warheads.
The final question is not whether Europe can build this interceptor. It can. The question is whether Europe will pay for it before the threat stops being theoretical.
