Space Command just ranked shooting down enemy satellites as its number one priority for fiscal years 2029 through 2033. The unclassified Integrated Priorities List, published in late 2025, puts "integrated space fires" and "counter-pLEO" at the very top. Gen. Stephen Whiting, head of U.S. Space Command, called it "a clear demand signal" for the warfighting capabilities the command needs. The signal has been received. The U.S. Army is now formally moving to build ground-based weapons that can engage adversary surveillance satellites, and it plans to own the kill chain from the dirt up.

The Breaking Defense report landed first. The Army is seeking new kit to directly "engage" adversary satellites from the ground, particularly when sensing satellites are used to target U.S. forces. Col. Joe Mroszczyk, director of Army Space and Missile Defense Command's Transformation Integration Directorate for Space Superiority, drew the analogy himself: "It's not foreign for the Army to shoot a ship at sea. Why should it be any different for the army to engage a satellite in space?"

A sources sought notice on SAM.gov, published November 21, 2025, made it official. Notice ID W58SFN-25-R-0001-1 asks industry for "Counter Surveillance and Reconnaissance (CSR) Capabilities Against Space Based Threats." Responses were due by December 5, 2025. The Army wants hardware that can blind, jam, or otherwise neutralize a satellite looking down on its formations.

The ship analogy is not a metaphor

Mroszczyk's ship analogy is the intellectual foundation for what comes next. The Army has always claimed the right to strike targets in any domain that threaten its ground forces. A ship at sea, an aircraft overhead, a satellite in low Earth orbit. The physics differ but the logic does not: if an adversary is using a platform to target U.S. soldiers, the Army will destroy or disable that platform. The only question is the tool.

The policy constraint is real. The Army will follow U.S. national space policy, which eschews destructive kinetic anti-satellite attacks that create long-lived debris. Mroszczyk stressed this. But the constraint is narrower than it sounds. It rules out a missile that turns a satellite into a thousand pieces of shrapnel. It does not rule out directed energy, electronic warfare, cyber attacks, or any other non-kinetic means of making a satellite useless. Brig. Gen. Donald Brooks, the Army's space policy lead, said it plainly: "The Army's emphasis currently is on the counterspace piece for space control, electronic warfare, really doing counter-communications."

Gen. Whiting was even more explicit. At the Space and Missile Defense Symposium in Huntsville, he called for "credible, acknowledged, kinetic and non-kinetic fires" to establish space superiority. The door to kinetic options remains open, even if the Army's first systems will almost certainly be jammers and dazzlers.

The Army wants its own kill chain

The Army Space Vision document, published in 2024, mandates two missions: integrate friendly space capabilities and interdict adversary space capabilities. The second mission is new. It means the Army intends to deliver fires and effects against space targets at echelon, protecting ground forces from observation and targeting.

This rewrites a decades-old division of labor. The Space Force was supposed to handle space control. The Army was supposed to be a consumer of space data. That arrangement is dead. The Army is now writing a new space policy, Army Regulation 900.1, last updated in 2011. The rewrite is a recognition that the operational environment has changed and that ground commanders can no longer assume someone else will handle the threat from overhead.

Lt. Gen. Sean Gainey, commander of Space and Missile Defense Command, told Breaking Defense in 2024: "As we look out into 2030, we know from all the Army warfighting concepts that we have to grow space capability, and we have to grow air defense missiles." The two are now in tension.

The budget will break before the satellites do

The Army's push for organic counterspace fires will force a fundamental reallocation of procurement dollars by 2030. The money has to come from somewhere. The most likely source: low-priority air defense programs.

Here is the chain of cause and effect.

First, the program of record. Within 12 months, the Army will issue a formal program of record for a ground-based, non-kinetic anti-satellite system. The SAM.gov sources sought notice was the market research step. The next step is a request for proposals. The Army wants initial operational capability by 2028, which aligns with the 2029–2033 priority window Space Command just laid out. A truck-mounted electronic warfare suite that can dazzle or jam a low Earth orbit imaging satellite is well within current technology. The Air Force Research Laboratory just awarded Trusted Space LLC a potential $14.83 million contract for autonomous satellite research, a figure that suggests the building blocks are mature and the real money will go to integration and fielding.

Second, the budget fight. The Army's procurement budget is a zero-sum game. Air defense modernization is already competing with long-range fires, next-generation combat vehicles, and soldier lethality programs. Adding a new counterspace mission means cutting something else. The most vulnerable targets are air defense programs that duplicate Space Force or joint capabilities, or that address threats the Army now believes it can handle more cheaply by blinding the sensor rather than shooting down the missile. A ground-based jammer that prevents a satellite from providing targeting data is cheaper than a Patriot battery that shoots down the missile that satellite enables.

Third, the Space Force monopoly breaks. The Space Force was built on the premise that it would handle the space domain the way the Navy handles the sea. The Army's counterspace push challenges that premise directly. If the Army owns the sensors, the command and control, and the effectors to engage satellites from the ground, it does not need the Space Force for the tactical space fight. The Space Force will retain the high-end orbital warfare mission. The Army will own the ground-to-space kill chain. The bureaucratic fight over who gets to pull the trigger will be brutal.

The second-order consequence is even larger. Proliferated low Earth orbit constellations, the kind that commercial firms are building for battlefield surveillance, become suddenly vulnerable. The economics of space-based targeting shift. A constellation of hundreds of small, cheap satellites has been the answer to the threat of losing a few large, expensive ones. But if the Army can field dozens of ground-based jammers that can sweep an orbital plane, the cost curve flips. The jammer is cheaper than the satellite it neutralizes, and it can be reloaded with electrons, not missiles.

The big winner is the electronic warfare contractor base. The big loser is any satellite operator, commercial or military, that assumed proliferated LEO was a survivable architecture. Gen. Whiting said it himself: "In space, there is no safe harbor. You can't dig a trench or build a shield." Survivability now matters at least as much as performance for the national security space architecture. That is a sentence that will reshape billions of dollars in investment.

What the ground commander gains

For the tactical commander, the change is immediate. A brigade combat team will soon have an organic capability to counter the overhead threat. The unit can move, shoot, and communicate without assuming that every movement is being tracked from orbit. That changes operational planning at the most basic level.

It also creates a new vulnerability. A ground-based jammer is a detectable emitter. An adversary with signals intelligence capability can locate it, target it, and destroy it. The Army will have to protect its counterspace systems the same way it protects its air defense radars. The cat-and-mouse game moves to a new domain.

The sanctuary is over

The Army's move to engage enemy satellites is not a hypothetical. The SAM.gov notice is real. The policy rewrite is underway. The priority list is published. Space Command has named the capability it wants, and the Army is building it.

For three decades, space was a sanctuary for ground forces. Satellites passed overhead, watching, but ground forces had no way to reach back. That era ends now. The battlefield extends from the treeline to orbit, and the Army has decided it will fight there. The only question left is how fast the money moves.
